The 2 quads and the 2 triple axels, I don't know if he will do them all but what matters is that he is saying he won't do his combinations on the quad(s).
He says there is now more point to lose on a failed quad. So I think he means there is a risk to chose to put the maximum of points on that difficulty by chosing to do it in combination. As the risk is higher, he may want to spread it on the whole program.
I'm not sure on my interpretation but I think that's what he means.
He also says that the removal of one spin in the FS is good for him since the spins are his weakness and that it takes him a lot of energy to do them.
Less spins means less loss of points.
